The Indigo East Neighborhood Association mailed its proposed 2026 budget to owners on November 25, 2025 and presented it at the December 11, 2025 annual meeting. The presentation from that meeting is the most useful document a buyer comparing Indigo East with On Top of the World can read. In one deck it lays out the 2026 monthly fee, prices the pass that opens On Top of the World's amenity campus, and restates a financing rule that limits how a home can be bought. Taken together, those pages show that Indigo East's lower fee buys a different package from On Top of the World's, not the same package at a discount. To get the shared amenities back, an Indigo East owner buys them per person.
The rule that comes before any fee
The fee math only matters once a purchase can close, so start with the financing rule. Here is how the association's December 2025 presentation puts it:
"No owner may mortgage his home, or any interest therein, without the prior written consent of the Association, except for a first mortgage to an Approved Lender which first mortgage secures not more than eighty percent (80%) of the purchase price paid for the home."
The same slide says post-acquisition financing such as a home equity loan is acceptable "subject to approval of Association and not in violation of 80% provision," and it states plainly that "Reverse Mortgages do not meet this provision." The governing documents posted on the Indigo East association page are the controlling text, and a lender or attorney is the right person to say how the rule applies to a specific loan. Our post on selling a resale in On Top of the World covers how the same 80% language affects the buyer pool on that side of SR 200.
What $267.94 a month covers
Indigo East's monthly Community Service Fee rose $26.61 for 2026, to $267.94. That puts the 2025 figure at $241.33. The presentation gives the reasons as contractual increases for direct services and higher costs for operating the facilities and maintaining common-area landscaping. The amended schedule of fees took effect January 1, 2026.
"The facilities" means the neighborhood's own. The Indigo East Community Center at 8385 SW 79th Terrace Rd is open 8 a.m. to 10 p.m. every day, and the pool is open 8 a.m. to dusk. For the social side across the street at Circle Square Commons, see our earlier piece on Indigo East's real clubhouse.
There's a second charge that never shows up in the monthly fee. The Indigo East Community Development District, or CDD, is a special district that collects its own assessment on the county tax bill. Its adopted FY2027 budget keeps the assessment at $644 per unit across 605 units, unchanged from FY2026 and up from $587 in FY2024 and FY2025. The district's largest operating line is retention pond and right-of-way maintenance, budgeted at $188,253. Spread over twelve months, $644 adds about $54 a month to the cost of owning in Indigo East.
What On Top of the World's fee carried in 2025–26
OTOW Central's budget presentation for the fiscal year that ran March 1, 2025 through February 2026 listed three monthly Community Service Fee levels, depending on neighborhood group: $512.80, $524.10 and $530.99. OTOW Central's amended schedule of fees took effect March 1, 2026, so those amounts describe last fiscal year, not today's bills.
What matters for this comparison is what that fee covered. According to the same presentation, it covered:
- 24-hour Envera gate operations and resident services
- Building and grounds maintenance and outside and building lighting
- Common-area water and sewer, plus trash and recycling
- Dwelling insurance through the association
- Recreation facilities and activities, and rules enforcement
- Circle Square Ranch master-association services
Basic bulk cable was included only where it was available, and the fee was adjusted down in neighborhoods without it.
That list explains most of the gap. On Top of the World's fee bundled dwelling insurance, building maintenance and the full recreation program. Indigo East's fee pays for its own neighborhood's facilities and services. The two numbers measure different things.
| Indigo East | OTOW Central | |
|---|---|---|
| Monthly Community Service Fee | $241.33 in 2025; $267.94 in 2026 | $512.80 to $530.99, FY March 2025–February 2026 |
| Separate CDD assessment | $644 per unit, FY2026 and FY2027 | Not part of this comparison |
| Amenity campus access | Gateway of Services pass, sold separately | Recreation facilities and activities included in the fee |
| Eligibility for the two private golf courses | Requires the Gateway pass | Open to residents |
Buying the campus back, one person at a time
The Gateway of Services pass is how an Indigo East owner gets access to the On Top of the World amenities across SR 200. The association's presentation lists it at "$1265 per person, second resident included." It covers the Arbor Fitness & Aquatic Centers, the Recreation, Fitness Center and sports facilities, the walking, jogging and fitness trails, dining privileges at The Pub, access to the Tortoise & Hare and Links golf courses, social and recreational clubs, the model airplane field, and wellness classes, personal training and aquacise.
The Indigo East slide doesn't say how often the $1,265 is billed. On Top of the World's 2023 brochure for the Weybourne Landing version of the pass calls it "an annual membership" for up to two people per household, with more household members allowed for an additional fee. That brochure also says extra fees apply for golf, catering, select classes and programs, events, and the R/V and storage park. Before you budget, confirm the current Indigo East term and price with Resident Services at (352) 236-6869.
Here's how the monthly math builds for an Indigo East household, assuming the pass is billed annually:
- Neighborhood only. The $267.94 fee plus about $54 a month in CDD assessment comes to roughly $322 a month.
- Add the Gateway pass. $1,265 a year works out to about $105 a month, for a total near $427.
- Add golf. Course access through the pass is eligibility only. Rounds are billed separately, which is the subject of the next section.
Even with the pass, step two lands below OTOW Central's 2025–26 fee alone. That comparison leaves out two things, though. OTOW's figure included dwelling insurance and building maintenance, and Indigo East owners arrange those separately. Any OTOW Central CDD charge isn't included either. The real question is which of those services your household would actually buy.
The pass covers more than a fitness room. The Weybourne Landing brochure lists the Recreation Center as the home of The Pub, an auditorium and ballroom, and an 18-hole miniature golf course. It lists the Arbor Fitness Center with an indoor heated lap pool under a retractable roof, a tennis center with eight lighted courts, and pickleball courts. Through early November, the Recreation Center is wrapping up exterior renovations. Until the work is done, the ground-floor main entrance and the ramp entrance are emergency exits only, and visitors enter from the back of the building.
Golf adds another layer of charges
The On Top of the World Golf Club's rates page says it directly: "Indigo East residents must have Gateway of Services to be eligible for golf participation." Sales tax applies to all fees, and all rates are subject to change without notice.
Once you're eligible, the posted daily resident rates are $39 to walk 18 holes before 2 p.m. and $29 after. With a rented cart, 18 holes runs $63 before 2 p.m. and $51 after. If you play often, the club also offers an annual membership with prepaid greens fees: $4,895 for a single resident or $7,415 for a couple. Cart leases run $1,125 single and $1,705 couple. A six-month membership costs $3,675 single and $5,560 couple.
So an Indigo East couple who plays regularly pays three separate charges: the neighborhood fee, the Gateway pass, and greens fees or a membership on top of both. A couple who mostly uses the Indigo East pool and walks to Circle Square Commons may never need the second or third.
When the 2027 number arrives
Last year, the association mailed the meeting notice and the 2026 budget to owners on November 25, 2025, ahead of the December 11 meeting. If the board keeps the same calendar, the 2027 Community Service Fee will arrive in owners' mail around the same time this year. If you're under contract this fall, ask the seller whether that budget has been mailed yet. The CDD side is already settled, since the FY2027 assessment was adopted at $644.
A short FAQ
Does the Gateway pass let me use amenities in other Colen-built neighborhoods? The 2023 Weybourne Landing brochure says that version of the pass covers everything behind the gates of On Top of the World and excludes amenities in Indigo East and Candler Hills. For the terms of the Indigo East version, ask Resident Services.
Who manages Indigo East day to day? Heather Ray, CAM, is Director of Resident Services. The Resident Services office is at 9850 SW 84th Street, Suite 500, and is open weekdays from 8 a.m. to 4 p.m.
Can I pay the monthly fee by card? Yes. Since April 1, 2026, all association payments go through the AppFolio Owner Portal. Credit cards carry a 2.99% fee, debit cards a $9.99 flat fee per transaction, and eChecks are free.
